Among the guarantees contained in the Provisional Measure is the transfer of military-administered airfields to air service companies in areas designated by the Air Force Command. It also states that the concessionaire will be responsible for the upkeep of the property, as any damage caused by them, to both aircraft and the property, will be their sole responsibility.

The method of scheduling casual workers who perform loading and unloading operations is no longer done in the usual way of grouping them at the terminals, as this is not recommended due to COVID-19.

Regarding provisional measures, it is important to inform that Congress has defined a new procedure, aiming to simplify the processing of measures during the coronavirus pandemic. Among the modifications is the reduction of the validity period from 120 to 16 days and direct consideration by the plenary sessions, without the need to go through joint committees.
