Before becoming a law firm, DB Tesser was a foreign trade consulting company, founded by Dr. Daniel Bettamio Tesser and Prof. Roosevelt Baldomir Sosa (in memoriam), two individuals passionate about the dynamics of international trade.

Professor Roosevelt authored numerous specialized publications, such as the book "Comments on Customs Law," published by Edições Aduaneiras, in addition to accumulating extensive experience as an instructor of courses in the area of Customs and Foreign Trade, as well as serving as a Tax Auditor for the Brazilian Federal Revenue Service from 1964 to 1995 and as a Counselor of the Third Taxpayers' Council of the Ministry of Finance.

The partnership with Dr. Daniel Bettamio Tesser, specialized in Tax Law from the Getúlio Vargas Foundation and Economic Criminal Law from the University of Coimbra, allowed for the drafting of several articles and theses to refute the excesses practiced by the Brazilian Federal Revenue Service in its attempts to impose the penalty of forfeiture of goods on importers, work reflected in numerous court decisions favorable to taxpayers.

With the passing of Professor Roosevelt, Dr. Daniel focused his practice on customs law, partnering with Dr. Thaís Cristina de Vasconcelos Guimarães and, later, with Dr. Clayton Edson Soares. This led to the firm becoming heavily involved in major operations of the Brazilian Federal Police and Federal Revenue Service, requiring technological restructuring and an increase in the number of staff members.

From then on, the firm became recognized for its excellence in defending companies and entrepreneurs operating in foreign trade, at which point the partners began participating in panel discussions on customs legislation and giving lectures on relevant topics in their area of expertise. Currently, the firm operates from its own headquarters, constantly investing in technology and technical training for its team, and has members with active participation in the Customs Law Committee of the Brazilian Bar Association (OAB).

DB Tesser Sociedade de Advogados operates based on its own methodology, consisting of a cycle of activities that take into account the criticality and severity level of the demand, seeking the shortest possible time between the occurrence of the problem and the most appropriate solution.

Based on three pillars (Specialization – Personalized Service – Overt Action), the work is developed cyclically, aiming to solve the problem brought by the client, providing legal security for new operations. This makes it possible to avoid new litigation as much as possible, mitigating operational risk and losses, allowing the free exercise of economic activity and preserving profits.

The cycle generally begins with an event, which consists of interference by a government agency in the company's normal processes. In the case of an importer, for example, the event may arise from the seizure of goods by the Brazilian Federal Revenue Service, in a special inspection procedure.
The incident is analyzed from various points of view, taking into account the factual and legal situation, and then compared with a database of similar incidents, further mitigating the risks involved and the real possibility of reversing the problem.

Following a thorough analysis, the resolution phase begins, utilizing all viable legal resources in the administrative, extrajudicial, and judicial spheres, at all possible levels, until the dispute is resolved or all economically and legally viable possibilities are exhausted.

After the issue is resolved, the process returns to a preventative phase, avoiding future occurrences. Examples include conducting administrative consultations with the relevant authorities prior to importing a specific product, altering operational procedures to correct identified flaws that cause friction with the Brazilian Federal Revenue Service, or other measures to prevent future conflicts.
