This Law establishes the procedures to be observed by the Union, States, Federal District and Municipalities, in order to... <strong>guarantee access to information<\/strong> foreseen in\u00a0<a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/Constituicao\/Constituicao.htm#art5xxxiii\">item XXXIII of article 5, ,\u00a0<\/a>node\u00a0<a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/Constituicao\/Constituicao.htm#art37%C2%A73ii\">item II of \u00a7 3 of article 37\u00a0<\/a>and in\u00a0<a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/Constituicao\/Constituicao.htm#art216%C2%A72\">Section 2 of Article 216 of the Federal Constitution.<\/a><\/p>\n<p>\u00a0<\/p>\n\n<p><strong>Sole paragraph. The following are subject to the provisions of this Law:<\/strong><\/p>\n<p>\u00a0<\/p>\n\n<p><strong>I \u2013<\/strong> The public bodies that are part of the direct administration of the Executive, Legislative (including the Courts of Accounts), and Judicial branches, and the Public Prosecutor&#039;s Office;<\/p>\n\n<p><strong>II<\/strong> \u2013 local authorities, public foundations, public companies, mixed-economy companies and other entities directly or indirectly controlled by the Union, States, Federal District and Municipalities.<\/p>\n<p>\u00a0<\/p>\n\n<p>From a simple reading of the Law, it is clear, <strong>The general rule is that all administrative acts performed by the Public Administration must be public, with secrecy being the exception. \u00a0<\/strong><\/p>\n<p>\u00a0<\/p>\n\n<p>Thus, as provided for in Article 10 et seq. of Law No. 12.527\/2011, <strong>Any citizen may submit a request for access to information to the aforementioned bodies and entities.<\/strong> In article 1, it should be emphasized, including the Brazilian Federal Revenue Service.
