In March of this year alone, Decree No. 1,928/2020 has already revoked 126 normative instructions.
The Consolidation Project stems from a measure by the Federal Government that mandated that the bodies of the Executive Branch review their regulations through Decree No. 10,139/2019, which came into effect in February of 2019.
By the end of May 2020, at least 440 regulations are expected to be revoked. This is the current phase of the project, and its completion is scheduled for 2021. The consolidation by thematic area anticipates a reduction of approximately 501 regulations that were deemed to no longer have a purpose in effect.
The problem is that these standards were already obsolete due to technological advancements or because they had been consolidated with more up-to-date regulations.
Therefore, the RFB's goal is to complete the consolidation of its regulations by June 2021, in order to simplify tax legislation and bring more legal certainty to taxpayers.
